Local Government Autonomy: The Bedrock of Democracy in Abia State

Democracy was born in Nigeria in the year 1999, and it is anticipated to grow from being a baby in 1999 to being a youth in 2024 but democracy in Nigeria is suffering from “Peter Pan Syndrome”.

Peter Pan disorder is used to describe adults who hold on to Childlike Behaviours and having difficulty taking on responsibility and accountability. Democracy in Nigeria is an adult but have refused to grow and take up responsibilities.And this is because we neglect “Local Government Autonomy”.

Understanding Local Government Autonomy

Local government autonomy refers to the right of LGs to function with a degree of independence from higher levels of government. This includes:

Political Autonomy: The ability to elect their own representatives through free and fair elections. Section. 7(1) of the Nigerian Constitution of 1999 as amended.

Financial Autonomy: Control over their finances, including the power to generate revenue and manage their budgets. Section 162(3) of the Nigerian 1999 constitution as amended.

Administrative Autonomy: The authority to make decisions on local matters without undue interference from the state government.

Democracy is of the opinion that the citizens have the right to choose who and how to be Govern. But how can the people’s be heard? Is it only during general elections that the people voice are heard?

The Local Government is the closet to the grassroots, they deliver the dividends of democracy to the ordinary man, it is accessible by all.They make local bills through the council to foster inclusion and economic growth of local Government Area.

Abia state in 2023 general elections was the face of democracy in Nigeria and should maintain a pacesetter in democracy by

  1. Conducting Regular LG Elections: Holding regular, credible elections is essential for a functioning democracy at the local level.
  2. Financial Autonomy Reforms: Amending laws to grant LGs greater control over revenue generation and direct access to a portion of federal allocations could strengthen their financial independence.The state government’s control over LG finances through the Joint Local Government Accounts (JLGA) weakens autonomy. Delays or manipulation in fund disbursement can cripple LG operations.
  3. Strengthening Legislative Frameworks: The Abia State House of Assembly should enact robust LG laws that clearly define their powers, functions, and finances.
  4. Investing in Capacity Building: Training programs for LG officials can equip them with the necessary skills for effective governance, financial management, and transparency.

Conclusion

Local government autonomy is not a privilege; it’s the cornerstone of a strong and inclusive democracy. By addressing these challenges and empowering its LGs, Abia State can create a system of governance that is truly responsive to the needs of its citizens. Only then can Abia unlock its full potential for development and progress at the grassroots level.
